Who you are
We are seeking an experienced Senior Program Director to lead a mission-critical federal technology engagement supporting the FBI CJIS NCIC 3rd Generation (N3G) Program. This highly visible leadership role combines executive stakeholder management, program management, operational leadership, and SAFe Business Owner responsibilities to ensure successful delivery of one of the FBI's most strategic modernization initiatives.
What you will do:
Report daily, onsite to FBI CJIS facilities; this position does not support remote or hybrid work arrangements
Provide overall program management leadership for the contractor organization, ensuring successful execution of scope, schedule, staffing, quality, budget awareness, risk management, and contractual deliverables.
Develop, maintain, and execute comprehensive program management plans that align contractor execution with FBI CJIS priorities, SAFe delivery objectives, and organizational strategic goals.
Identify, assess, and proactively manage program risks, dependencies, issues, and opportunities while driving timely resolution and executive visibility.
Ensure program execution remains aligned with contractual requirements, customer expectations, organizational priorities, and established governance processes.
Partner with Government business owners, who are ultimately responsible for business outcomes, to ensure alignment, availability, and high-quality performance of contractor resources within the Agile Release Train
Eliminate impediments and assist in the coordination and provide leadership of resources within the contractor organization
Actively participate in all SAFe ceremonies, in concert with the government management team to facilitate cohesiveness, alignment on vision, and relentless improvement within the ART leading to optimal value delivery
Embody lean agile leadership qualities and adherence to SAFe Core Values
Seek opportunities to employ Business Owner roles and responsibilities, as described by the SAFe framework, within the contractor sphere of influence which contributes to optimization of overall ART execution
Serve as the direct liaison to Government Business Owners and other government stakeholders, maintaining consistent, professional communication with FBI CJIS executive management and stakeholders at all levels of the organization
Serve as the primary communication liaison between FBI CJIS / Government leadership and Trilogy corporate leadership — ensure priorities, decisions, risks, and program information flow accurately and promptly in both directions
Work in close partnership with the SVP of Operations to deliver exceptional results across the engagement — high-quality, on-time contractor delivery throughout the Agile Release Train, a fully staffed and engaged team with low turnover, and sustained FBI CJIS and Government confidence in contractor performance
Provide regular reporting on program status, risks, issues, and milestones to both contractor leadership and Government stakeholders; ensure reporting is accurate, timely, and appropriately tailored to the audience
Attend and actively contribute to executive-level meetings, representing the contractor team with clarity, professionalism, and strategic insight
Manage all personnel matters including staffing, performance, conflict resolution, and escalation handling; maintain accountability for the conduct and output of all assigned personnel
Build and grow the team — define staffing needs, interview, and provide final hire decisions.
Coordinate onboarding with the appropriate Product Owner or Scrum Master and the government for qualified personnel to fully staff the Agile Release Train.
Manage ongoing workforce planning to maintain coverage against program demands
Provide direct management and leadership to all assigned personnel — set clear expectations, conduct performance reviews, support career development, and foster a cohesive, high-performing team culture
Ensure the needs of personnel are met — equip personnel with the tools, resources, training, and professional development required to succeed, and serve as an advocate for their growth, engagement, and well-being throughout the engagement
Regularly meet with subcontractor management to provide personnel feedback, concerns, and project updates
Lead, mentor, and coach Scrum Masters and Product Owners embedded within the ART, fostering a culture of continuous improvement, accountability, and adherence to SAFe core values
Demonstrate composure and sound judgment under high-pressure, time-sensitive conditions typical of a large-scale federal law enforcement environment; maintain team stability and decisiveness during periods of ambiguity or escalated risk
Apply direct experience working within FBI CJIS or comparable federal law enforcement environments to navigate agency culture, security protocols, and mission-driven priorities effectively
How success is measured:
Government Business Owners and FBI CJIS stakeholders consistently report high confidence in contractor alignment, responsiveness, and delivery quality
ART ceremonies are executed effectively, with clear visibility into program status, risks, and milestones
Contractor personnel are performing, engaged, and supported — with issues addressed proactively and escalated appropriately
The team is fully staffed with qualified personnel — vacancies are filled promptly and turnover is kept low
Ensure Personnel possess the tools, resources, support, and development opportunities needed to perform their roles
Subcontractor relationships are actively managed with regular feedback loops and clear performance expectations
Reporting to both contractor leadership and Government stakeholders is accurate, timely, and audience-appropriate
Scrum Masters and Product Owners within the ART demonstrate continuous improvement and adherence to SAFe core values
Program objectives, contractual deliverables, and major milestones are achieved on schedule while maintaining quality, customer satisfaction, and operational excellence.
Program risks, dependencies, and issues are proactively managed with effective mitigation strategies and executive visibility.
What you bring:
We require:
Bachelor’s degree with a minimum of 8 years of relevant work experience
Active Top-Secret clearance
Prior experience working directly with the FBI
Demonstrated experience managing personnel and subcontractor relationships in a complex, multi-team federal contracting environment
Demonstrated experience building and scaling teams — recruiting, hiring, onboarding, and retaining technical personnel in a federal contracting environment
Strong executive communication skills with a proven ability to brief and engage senior Government officials
Experience leading Scrum Masters and Product Owners within a SAFe or scaled Agile framework
SAFe Program Consultant (SPC) certification, or ability to achieve certification within 60 days of start
Experience managing cloud-based programs/projects, CI/CD pipelines, microservices architecture, and secure application development
Proven ability to remain calm, focused, and effective in high-stress situations inherent to mission-critical law enforcement systems
Nice to have:
Prior experience working directly with FBI CJIS
Familiarity with AWS GovCloud and federal cloud security requirements
Experience supporting NCIC, criminal justice information systems, or comparable federal law enforcement technology programs
Work Environment: This position requires daily onsite presence at FBI CJIS facilities in Clarksburg, WV. Remote and hybrid work arrangements are not supported. The work environment is a high-security federal law enforcement setting operating under NISPOM requirements and CJIS security policy. Candidates must be prepared to operate in a mission-driven, fast-paced environment with minimal flexibility for off-site work.
